The city of Vallejo is currently defending itself in two dozen separate civil lawsuits involving the Vallejo Police Department in federal court.

Plaintiff: Santiago Hutchins

Defendants: City of Vallejo, VPD Officer David McLaughlin

Case: Hutchins, of Concord, filed a lawsuit in September 2019 alleging Vallejo police officer David McLaughlin used excessive force when he “unlawfully brandished his gun” before tackling Hutchins and striking the man repeatedly in the head outside a Walnut Creek pizzeria in August 2018.

McLaughlin was off-duty at the time when the two men got into a verbal argument.
