Vallejo hotel review delayed after meeting cancelled for lack of quorum

VALLEJO – The review of a proposed Vallejo hotel project has been delayed after the city’s Design Review Board couldn’t field a quorum for its meeting this week.

A video of the aborted meeting shows city officials, and at least one board member Jamiah Adams, seated at the dais waiting over 15 minutes past the 7 p.m. start time for the March 13 meeting to begin.

Finally, a city official, believed to be Planning Manager Cesar Orozco, secretary to the Design Review Board, pulls the plug at 7:17 p.m., according to a clock attached to the broadcast.

“Good evening, tonight’s meeting is cancelled due to a lack of a quorum, please keep posted with our city’s website for upcoming meetings,” he says before the feed is cut.

It wasn’t known if another board member was present but at least three are required for the review board to officially meet. Complicating matters, it appears the board is down to four members as Daniel Gordon is no longer listed as a part of the board.

The board is tasked with reviewing and commenting on the design of development projects which may be referred to the city’s Planning Commission, Architectural Heritage and Landmarks Commission, and the Vallejo City Council, according to the city’s municipal code.

The city’s Measure P Oversight Committee, which was scheduled to meet at 6 p.m., the same day, also had its meeting cancelled for a lack of a quorum. That committee had a full agenda, including naming a chair and vice chair, developing a committee work plan and being asked to recommend that several projects be funded with Measure P revenue.

The board was scheduled to review the design elements for a proposed 96-room, four story La Quinta hotel that would be built on 10.86 acres of land in between Sonoma Boulevard and Broadway Street in North Vallejo. The undeveloped parcel is located in between the shuttered DaVita Dialysis and VTown Farms Vallejo Dispensary.

The applicant is Shaan Ibrahim, CEO of 3S Hospitality, which has built several hotels in Texas and is looking to build hotels in Vacaville, and Woodland, as well.

This is the second time a major development project has had to wait for review because the design board lacked a quorum.

Last November, the board was scheduled to review the design and landscape elements of 130 single-family homes planned for 201 Rollingwood Drive, the current location of several little league fields.

Due to a lack of quorum, the item was pushed back to the December 2024 meeting. The board approved the design elements at that meeting.

The developer, KB Home North Bay, LLC, purchased the 17.71 acres of land from the Vallejo school district for more than $8 million in 2022. The land is located along Rollingwood Drive and Benicia Road and was once home of East Vallejo Little League baseball.
