Review of proposed East Vallejo housing development pushed back

VALLEJO – A public hearing on a proposed East Vallejo housing project, which would include 130 single-family homes, has been delayed at the request of the developer.

The city’s Planning Commission was set on Monday, October 6 to review the project which would see four unused little league fields transformed into a new housing subdivision along Rollingwood Drive, near Benicia Road.

However, Kristin Pollot, the city’s planning & development services director, informed the commission, prior to the public hearing, that the applicant, KB Home North Bay, LLC, wanted more time “to work out some of the conditions of water supply at the site.”

Pollot said the applicants requested the public hearing be pushed back to the commission’s October 20 meeting; however, a legal notice in Friday’s Vallejo Times-Herald announced the project would go before the planning commission on November 3.

Plans include 10 new parcels for stormwater detention, biotreatment retention, open space and roadway dedication, and installation of new landscaping improvements, public and private streets, and lighting, according to a staff report.

The applicant is proposing five different floor plans from 1,664 square feet to 2,204 square feet with each home containing three bedrooms and two and half bathrooms, the same staff report states.

“Floor plan three has the option of converting an upstairs loft into a fourth bedroom while floor plans four and five have the option of converting a downstairs den into a fourth bedroom and/or an upstairs loft into a fourth or fifth bedroom,” the staff report further states. “Each floor plan also has the option to add a covered patio in the rear. Lastly, each floor plan comes standard with an attached garage that includes an additional minimum 200 square-feet of storage space.”

An addendum to the General Plan Environmental Impact Report (EIR) stated that it will take two years for the project to be completed, with mass grading starting in 2026 and final residential construction taking place in 2028.

The same addendum found that the project would not have a serious impact on the area, but it would increase the demand for fire protection and emergency services due to the proposed population increase for the area.

“As part of its required compliance with all applicable General Plan policies and regulations that pertain to new residential development on the Project site, the Project would foremost be subject to the city’s Public Facilities Impact Mitigation Fee, which would provide funding for required public facilities in the city to meet the increased demands from new development,” the addendum states.

KB Home North Bay, LLC, purchased the 17.71 acres of land from the Vallejo school district for more than $8 million in 2022. The land was once home of East Vallejo Little League Baseball.

This isn’t the first time KB attempted to build homes on the site. In 2006, the developer agreed to buy the property for $17.5 million, however, citing the 2008 financial crisis, and the city’s entry into bankruptcy, KB Homes stopped making its annual $3 million payment to the district in 2008. Plans at that time included 214 homes.

Both times, the property was placed on the market, as way for the school district to close budget shortfalls.

In June, the school district announced that it was exiting state receivership after over 20 years. The district entered receivership in 2004 after receiving a $60 million bailout from the California Legislature.

Planet Fitness seeks to expand its hours

The Planning Commission is scheduled during its October 20 meeting to review a request from Planet Fitness to amend the operating hours of the new East Vallejo gym. The request, through a major use permit, is to allow 24-hour operations.

The gym, located at 42 Springstowne, is the second Planet Fitness in Vallejo with the other gym located at 3505 Sonoma Boulevard.

In early May 2025, the city signed off on East Vallejo location, which moved into 18,093 square-foot formally occupied by a 99¢ Only Store within the Springstowne Shopping Center.

The project applicant, Vallejo East Fitness, LLC dba Planet Fitness, submitted an application in late May 2025 to allow the extended hours.

“After conversations regarding security measures, updated plans reflecting additional measures were resubmitted and subsequently determined to be complete by the city on
September 4, 2025,” staff report in a report.

Those measures include installing and maintaining security cameras which provide “continuous video coverage of all building entrances, exits, and parking areas,” according to a staff PowerPoint presentation. The business will also need to maintain adequate exterior lighting at all points of building entry and exit, and within adjacent parking areas.”

According to the applicant, the gym employes six full-time and eight part-time employees. At least two employees will be working during the late-night hours of operation.
