Greater Vallejo Recreation District appoints interim general manager

VALLEJO – Pamela Sloan has been appointed as interim general manager of the Greater Vallejo Recreation District (GVRD) amid the upcoming retirement of longtime GM Gabe Lanusse.

Sloan was named to the position during the GVRD board of directors’ April 9 meeting. She began with the district on April 20 and will earn $110.26 per hour in base pay, according to her employment agreement. As a retired annuitant, Sloan is capped at working 960 hours every fiscal year, which runs from July 1 to June 30. Her current employment agreement ends on June 30, 2027.

Prior to her time with GVRD, Sloan has served as a consultant with Municipal Resource Group (MRG), a full-service management consulting firm. MRG matches technical experts with organizations. Sloan held numerous positions with the city of Kansas City, Missouri, for nearly 30 years before joining the city of Stockton. There she served as Director of Community Services from 2004 to 2011, according to her bio.

“She has been instrumental in the reorganization of both agencies during tough economic times to operate more efficiently and become self-sustaining,” the same bio states.

Sloan previously served as interim parks and recreation director in the city of Sacramento.

In March, the GVRD board selected MRG, paying the company $49,000, to conduct a recruitment for the interim and permanent general manager, according to board minutes.

The district also received a proposal from Berkeley Search Consultants.

Sloan replaces Lanusse who has served as general manager since 2017. Lanusse announced in March that he would be leaving the district in early July. He officially left the position in mid-April for a leave of absence with his official retirement taking place on July 3, according to a board resolution appointing Sloan to the GM position.

“I like to think I helped make a positive impact. I loved when I was able to help update playgrounds and give some families of five that were maybe living in a one-bedroom apartment the place to play and have a picnic,” Lanusse told the Vallejo Times-Herald in March.

Lanusse’s departure comes as the district is facing accusations from employees stating that they face safety issues, including from guests of out-of-control parties, and a different incident in which a district supervisor brandished a firearm.
