VALLEJO – More than a month after Leonard “Brad” Job began as the Vallejo’s newest public works director, city hall released his salary data, on Friday, June 12, in response to a public records request from JohnGlidden.com.
Job, who began with the city on May 4, will earn an annual base salary of $200,386 and report directly to Assistant City Manager Nalungo Conley, according to a two-page conditional offer of employment, dated April 1. Job is currently on the third step of a five-step salary range.
Job was hired by former City Manager Andrew Murray, who announced his resignation from the CEO position on April 8, a day after the city council met in closed session for more than four hours as they evaluated the city manager and city attorney positions, respectively. Murray signed a resignation and separation agreement on April 7 the same night of the closed session.
Harry Black was named interim city manager on April 28 by the Vallejo City Council, and he began his new role on May 16.
Friday’s release of salary data also comes more than a month after JohnGlidden.com submitted its request for Job’s salary information, which included all employment contracts/agreements, including amendments, and any conditional or final offers of employment between Job and the city.

Agencies have 10 days to respond to a public records request. Most times, if a record is disclosable to the public, it is released during the initial 10 days. Ten days after requesting Job’s salary information, the city of Vallejo on May 15 stated it needed more time to search for any records.
“The City is still in the process of searching for, collecting, and reviewing records responsive to the request. Given the volume of potentially responsive records and the need to review those records for the presence of any exempt or privileged material, the City will provide you with disclosable records subject to any applicable exemptions by May 29, 2026,” the city wrote to JohnGlidden.com on May 15.
Then, on May 29, the city cited the same issue, pushing back the deadline to June 12. Finally, at 1:16 p.m., June 12, the city released the redacted two-page conditional offer of employment. Job signed it on April 2.
The city also made three redactions, blanking out Job’s personal email, his home address, and a listing of the benefits he will receive while with the city of Vallejo.
Job replaces Oscar Alcantar, who has served as interim public works director since the departure of longtime public works employee, Melissa Tigbao. Tigbao left Vallejo to become the public works manager with the city of Pacifica in May 2025.
