Benicia Planning Commission to review application for waste tire facility

BENICIA – The city’s Planning Commission is scheduled to meet on Thursday, November 13, to discuss an application from EcoCycle Ventures, Inc. to operate a waste tire processing facility at 3130 Bayshore Road.

The applicant is retroactively seeking Planning Commission approval after the business was cited for “beginning operations prior to issuance of the required Use Permit,” according to a city staff report.

The 2.37-acre property, zoned General Industrial, is owned by the Iron Workers Union Local #378. The facility would utilize about 14,000 square feet for office space, two separate shop areas, a shed and two garages, according to information include in the draft resolution. In addition, the property is partially intersected by Channel Creek.

“Business operations would include the transportation of tires to and from the site, as well as on-site processing, cutting, and baling of used vehicle tires,” staff wrote. “Tire processing activities include cutting and baling used vehicle tires for packing and exporting the material in shipping containers, which would ultimately be exported internationally through the Port of Oakland.”

The business would operate between 7 a.m. to 7 p.m., Monday through Friday, and 8 a.m. through 6 p.m. on Saturdays. No operations are proposed on Sundays.

Staff concluded that the proposed site plan is consistent with the city’s development standards for the General Industrial zone. “The applicant does not propose any alterations to the existing structures and would only require minor site work such as the installation of runoff containment berms adjacent to Channel Creek,” staff added.

The current membership of the seven-person Benicia Planning Commission includes: William Lyle, Jarrod Slate, Brandon D Marshall, Evan Gorman, Christina M Gilpin-Hayes, Patrick Donaghue, and Alan E Jessen.

The planning commission will meet at 6 p.m., Thursday, November 13 inside the Benicia City Hall Council Chamber, 250 East L Street.
