VALLEJO – The Greater Vallejo Recreation District (GVRD) Board of Directors is scheduled to honor two of its outgoing members during an upcoming board meeting on Thursday, November 13.
Rizal Aliga and Robert Briseño will each be recognized by the board as their respective terms are set to end in December.
Briseño was first appointed by the Vallejo City Council in January 2018, beating out Shelee Loughmiller. He was re-appointed in 2022 with his current term ending on December 31, 2025.
Briseño was tapped as Vallejo’s new Communications and Public Information Officer in March 2025, replacing Christina Lee, who left the city in late June 2024 for a similar position at Solano Community College.
Interestingly, he serves along with Loughmiller in the city manager’s office with Loughmiller serving as the city of Vallejo’s community and volunteer coordinator. She was hired by the city in 2019.

Meanwhile, Aliga, the son of former Vallejo Councilwoman Rozzana Verder-Aliga, and Retired U.S. Army Colonel Nestor Aliga, was appointed by the then-Solano County Supervisor Erin Hannigan in September 2021.
Under the current format, the city council appoints three of the five members, while the Board of Supervisors appoints the two others, with the two Vallejo supervisors each getting an appointee.
The Vallejo City Council also appointed Tom Starnes and Thomas Judt for in December 2023; both terms end in December 2027.

The Board of Supervisors named Ward Stewart to the GVRD board in March 2025. His term also ends in December 2027.
Currently, the city council is set to name Briseño’s replacement during the November 18, 2025, meeting, picking from 11 applicants.
Vallejo Late Night Basketball 2025 End of Season Impact Brief
The GVRD board is also scheduled to receive an update on the latest Vallejo Late Night Basketball season. The program’s mission is to “engage youth during high-risk evening hours through basketball, mentorship, and personal development.”
Program Manager Louis Michael will give the impact report about the season which ran from June 20 to August 8, 2025.
Its mission was to “provide a safe, empowering, and community-centered space for Vallejo youth through basketball, mentorship, and meaningful connection, fostering leadership, wellness, and belonging on and off the court while offering positive alternatives that build trust, reduce harm, and strengthen our community,” according to the report.
The report states that the program averaged 71 participants each night, with a total of 197 participants over the seven-week program. The program also distributed over 700 meals during the season.
The GVRD Board of Directors will meet at 6:30 p.m. Thursday, November 13 inside the Administrative Office-Board Room, 401 Amador Street in the city of Vallejo.
